Can't submit new post

I am trying to submit a new post but alas it keep coming with – “ERROR: Duplicate topic detected; it looks as though you’ve already said that!!”

I have tried refreshing etc but no luck.

What could be causing this?

I have gone into the post-edit-and cut everything out and submit, but no good
